Dear Residents,
Mr. Tony Janca with Shreveport Development Company has contacted and met with the Twelve Oaks HOA board. Mr. Janca is negotiating the sale of a tract of land that is adjacent to the Twelve Oaks neighborhood. The proposed use is a daycare called “Busy Bees Academy.” Per the owners, “Busy Bees Academy is an innovative preschool and childcare for children ages 1-5 that focuses on math, science, and technology.” The business will be located on the west side of Ashley River Road, with the entrance also on Ashley River Road, behind the gate.
We highly encourage all residents to attend a scheduled meet and greet with Tony Janca of Shreveport Development Corporation and Charli and Manny Estrada of Busy Bees Academy, on Monday, March 9th at 6 PM at the Twelve Oaks Clubhouse to discuss any concerns that you may have.
While the Board supports this type of business in our neighborhood, we are very concerned about the egress and ingress. Specifically, we are concerned about the additional traffic and safety issues it will bring into Ashley River Road during peak hours. With Mrs. Estrada’s estimate of at least 100-150 children in her care, it would bring an additional 400-600 cars turning into and out of our neighborhood daily, possibly causing major delays in the morning and evening, during peak traffic hours. Another concern is that of the disruption of the entrance into our neighborhood, including the removal of the current curb and removal of a portion of the wrought-iron fence on the west side of Ashley River Road. Finally, we are concerned that the entrance (curb-cut) is off of Ashley River and behind our gate. The safety of our residents is our first and foremost priority.
We expressed these concerns to Mr. Janca, and Mr. and Mrs. Estrada at our last Board Meeting. Regarding the entrance behind the gate, as well as the traffic safety concerns that we expressed, Mr. Janca stated the following:
“The property where the wrought iron fence is, is not owned by the board and neither is the fence which was purchased by Shreveport Development Corporation. A servitude of passage was granted for the fence, should Shreveport Development sell the property to another party such as Busy Bee Academy in the future. As I mentioned last night, Twelve Oaks is the only residential community in Shreveport that has 2 drive lanes inbound and 2 drive lanes outbound capable of stacking 10-12 cars. This design was copied from the Woodlands in Texas because we were entering onto a 2 lane state highway. Since the State widened Flournoy Lucas we feel we have a horrible traffic problem. At times I agree, but it is not so much our traffic, or our entrances, but the speeding that occurs along Flournoy Lucas Road.”
